Serving in his second term as Regional Councillor, Richard was first elected Area Councillor in 1997 and Regional Councillor in 2003. An active member of Council, Richard involves himself in all aspects of municipal concerns both for Ward 1 and on Town-wide issues. Richard has also served as Peel Region's representative on the Niagara Escarpment Commission since 2001.
Richard was born in Boston and spent his formative years in the Town of Dedham, Mass. After completing his Bachelor of Arts degree at Marquette University, he served in the U.S. Domestic Peace Corps, VISTA. In 1966 Richard immigrated to Canada. He earned a B.Ed. from the University of Toronto shortly after arriving in Toronto. After serving in a number of positions in the field of international development with OXFAM and Canadian Organization for Development through Education, Richard established a pottery business. Richard continued producing pottery full-time until his election to Caledon Council. Since his election as Regional Councillor, Richard has worked full-time in that capacity.
Richard has travelled throughout Europe, West Africa, and Central America. He and has two adult children, Stefania and Nik.
